Im Rahmen der G20 Präsidentschaft steht Afrika 2017 ungewohnt prominent auf der Agenda der Bundesregierung. Der „Marshallplan mit Afrika“ des Bundesministeriums für wirtschaftliche Zusammenarbeit, der „Compact mit Afrika“ des Bundesfinanzministeriums und die Initiative "Pro! Afrika" des Bundeswirtschaftsministeriums versprechen, den Nachbarkontinent bei der Entwicklung von Wachstumspotentialen zu unterstützen. Investitionspolitik steht dabei – neben Migrationsmanagement – im Fokus.

Welche Investitionsregeln und welche Arten von Investitionen sind wünschenswert? Wo entstehen nachhaltig mehr Arbeitsplätze zu würdevollen Arbeitsbedingungen? Wie steht es um die Kohärenz zwischen Wirtschafts-/Handelspolitiken und Entwicklungspolitik? Welche Ansätze tragen zu einer sozial-ökologisch nachhaltigen Wirtschaftsentwicklung bei?

In einer internationalen Konferenz diskutieren wir diese und weitere Fragen mit Ökonom/innen, Akteur/innen aus Zivilgesellschaft und Wissenschaft verschiedener afrikanischer Länder sowie Vertreter/innen aus der deutschen Politik und Wirtschaft.

Monopoly in Africa?
Investment and Sustainable Development on the African Continent

In 2017, Africa has gained unusual prominence –within and beyond the framework of the German G20 presidency. Three key German initiatives highlight relationships with the African continent: the Ministry of Cooperation and Development’s “Marshall Plan with Africa”, the Ministry of Finance’s “Compacts with Africa” and the Ministry for Economic Affair’s initiative “Pro!Africa”. Through its initiatives, Germany promises to support Africa in the development of its growth and development potential. In addition, the efforts are intended to serve Europe’s interest in curtailing migration from Africa.

How should investment regulation look like? What type of investment can boost job creation; ensure dignified working conditions and share of benefits fairly? How can coherence between economic, financial and trade policies, on the one hand, and sustainable development policies, on the other handbe created? What are the approaches that contribute to socially and ecologically sustainable economic development and how and where are they being taken into account?

At this international conference, the Heinrich-Böll-Foundation will discuss the opportunities, limits and dangers of the current approaches with participants from Africa and Germany, bringing together academics, civil society activists, economic actors and government representatives.
