Es ist kaum ein Jahr her, da gab es nur ein Thema: Köln. Die Stadt am Rhein wurde zur Chiffre von sexualisierter Gewalt von "nordafrikanischen Männern" gegen einheimische Frauen. Was wirklich in der Silvesternacht geschah, erfuhr die breite Öffentlichkeit erst im Sommer 2016, dank einer detaillierten Recherche der Wochenzeitung "Die Zeit". Doch da war der Asylkompromiss II schon verabschiedet.

Das Gunda-Werner-Institut der Heinrich-Böll-Stiftung hat eine Medienanalyse in Auftrag gegeben. Ziel war es, die Berichterstattung unmittelbar nach den sexualisierten Übergriffen in Köln und anderen deutschen Städten zu untersuchen. Da die öffentlich-rechtlichen Sender den Auftrag haben, nicht diskriminierend zu berichten, wurden sie in den Fokus genommen. Untersucht wurden allein Nachrichtensendungen - keine Talkshows oder ähnliches. Trotzdem fanden sich, wie die Studie "Zu den TV-Nachrichten in ARD und ZDF über die Silvesternacht 15/16 in Köln" zeigt, viele rassifizierende Elemente. Eine feministische Perspektive fehlte fast in Gänze.

Ihm Rahmen unserer Reihe "Streitwert - Politik im Dialog" möchten wir Ihnen diskutieren: Wo lagen und liegen die Probleme der Nachrichtengestaltung und die Herausforderungen für journalistisches Arbeiten unter den Bedingungen einer verschärften und politisch instrumentalisierten gesellschaftlichen Diskussion? Wie kommen wir zu einer angemessenen Berichterstattung?

Barely a year ago, only one topic was on everyone’s lips: Cologne. Cologne became the cipher of sexualized violence enacted by “North-African men” on women native to Germany. What really happened that New Year’s Eve night was only made known to the general public in the summer of 2016 – thanks to the detailed research efforts of the German weekly newspaper “Die Zeit”. By this time, Asylum Compromise II had already been adopted, however.

The Gunda Werner Institute in the Heinrich-Böll-Stiftung commissioned a media analysis. Its aim was to investigate media coverage that occurred immediately after the sexualized assaults in Cologne and other German towns. As the public TV broadcasting corporations are vested with the task of reporting in a non-discriminatory manner, they became the focus of attention. Only news broadcasts – not talk shows or similar programmes – were the subject of the analysis. Despite this, the study titled “News on public TV broadcasting corporations ARD and ZDF concerning the 2015/16 New Year’s Eve events in Cologne” revealed numerous racist elements. There was virtually no trace of a feminist perspective at all.

Where did and do media reporting issues lie and what journalistic challenges exist given the heightened, politically instrumentalized public discussion? How can we arrive at an appropriate form of reporting?
