Habitat III: Co-producing sustainable cities? Lokalregierungen und Zivilgesellschaft in der globalen nachhaltigen Stadtentwicklung

Bereits heute lebt über die Hälfte der Menschheit in Städten. Bis zur Mitte des Jahrhunderts werden es mindestens zwei Drittel sein. Die globale Urbanisierung stellt große Herausforderungen an eine nachhaltige Entwicklung, bietet aber auch große Chancen für eine lebenswerte Zukunft der Menschheit. Diesen Herausforderungen und Chancen widmet sich die UN-Konferenz Habitat III ("Third United Nations Conference on Housing and Sustainable Urban Development"), die vom 17. bis 20. Oktober 2016 in Quito, Ecuador, stattfindet. Dabei wird eine "New Urban Agenda" (NUA) für eine nachhaltige Stadtentwicklung verabschiedet werden.

Die Konferenz „Co-producing sustainable cities?“ nimmt die Habitat III-Konferenz zum Anlass, die Bedingungen zu diskutieren, die eine nachhaltige Stadtentwicklung braucht: Wird das Recht auf Wohnen international als Menschenrecht anerkannt? Wie können Städte bezahlbaren und angemessenen Wohnraum für alle schaffen? Was können sie gegen Verkehrskollaps und Luftverschmutzung tun? Wie wird Stadtmobilität organisiert, die für alle sicher und bezahlbar ist? Wie macht man aus Müllbergen eine Kreislaufwirtschaft, die Ressourcen schont und außerdem den Armen, hauptsächlich Frauen, ein Einkommen garantiert? Darüber diskutieren Vertreter/innen aus Kommunalpolitik und Zivilgesellschaft aus dem im globalen Süden und dem globalen Norden.

Die Konferenz reflektiert außerdem das Wechselverhältnis von Stadtregierungen und Zivilgesellschaft. Die New Urban Agenda formuliert große Hoffnungen an Stadtregierungen als „change agents“ der nachhaltigen Stadtentwicklung, sie sind für die Umsetzung der globalen Nachhaltigkeitsziele zentral. Nachhaltig kann eine städtische Agenda aber nur sein, wenn sie die lokale Zivilgesellschaft in die Umsetzung einbezieht. Wie sehen die Bedingungen für zivilgesellschaftliches Engagement weltweit aus? Wie können Stadtregierungen und Zivilgesellschaft partnerschaftlich nachhaltige Städte produzieren?

Conference Habitat III: Co-producing sustainable cities?
Local governments and civil society in global sustainable urban development

Nearly half of humanity currently lives in cities. By the middle of the century, it will be at least two-thirds. Global urbanization presents great challenges for sustainable development, but also offers great opportunities for a better future for humanity. Habitat III – the Third United Nations Conference on Housing and Sustainable Urban Development that will be taking place in Quito, Ecuador from the 17th to the 20th of October, 2016 – will be dedicated to those challenges and opportunities. The conference will be adopting a “New Urban Agenda” (NUA) for sustainable urban development.

The “Co-producing sustainable cities?” conference will take the Habitat III conference as an opportunity to discuss the conditions that sustainable urban development requires: Will the right to housing be recognized internationally as a human right? How can cities ensure the availability of adequate and affordable housing for all? What can they do against traffic gridlock and air pollution? How will secure and universally affordable urban mobility be organized? How do you turn mountains of waste into a closed-loop economy that conserves resources while also guaranteeing a livelihood to the poor, and women in particular? Representatives of city governments and civil society from the global South and North will be discussing these issues.

The conference will also reflect the interrelation between city governments and civil society. The New Urban Agenda places high hopes on city governments as change agents for sustainable urban development, as they play a central role in the implementation of global sustainability goals. An urban agenda can only be sustainable if local civil society is involved in the implementation, however. What are the conditions for civil society engagement worldwide? How can city governments and civil society partner to produce sustainable cities?
